Currently, the exact function to upload an image to a product in a customers cart to customize the order is not available.
I do have a work around that I can suggest that may allow this to work.
You can try creating a custom product page that has an input field for the customer to enter the URL of the image that they would like to add to the product. Then you can add some code that will add the product with the image URL they the customer entered to the cart by using the custom text field parameter of the addToCart() function.
