Question:
Can I change what the ticket policy says and save it for all my future tickets or do I have to change it every time?

What are you trying to achieve:
I don’t want to rewrite my policy every time I create a ticket for an event.

Unfortunately, the policies aren’t set by default. But You can add a static page with policies and add the links to either description or the event page in the editor.
