Wix only changes Mail Rules by country or state, but I need it by city. How can this be done?

Wix elements and components (like Wix Stores) are proprietary so if you want to modify something according to some conditions (e.g your users choose some specific city) - you would have to code your Stores from scratch and redirect your users to the relevant pages based on their selection/ recalculate the total amount.
