If these tiers were not to be shared with our clients Wix would not provide badges. If you provide badges, you encourage us to market ourselves as a pioneer, creator,… and we could have stick to partner level 1, level 2, level 3,…
Therefore having a badge " Wix Gold partner " is way better than having a badge " Wix Icon partner "
Moreover, if I can market myself as I wish what prevent me to label myself as
Wix-5-stars-legendary-senior partner ? 
having an official and understandable partner structure/hierarchy will benefit both Wix partners as well as Wix clients (and therefor Wix 
)
But, as stated in other discussions this should depend on more than just the number of plan you have (But That’s another topic)
