Contributor Roles: Media Manager Only

#FeatureRequest: Add “Media Manger” button to the Dashboard’s main menu.
Then another #FeatureRequest might add “Managing Media” to the optional roles of a contributor.
These two will answer @fordcreatv needs, (and mine, especially the first)
