Is it possible to create a second product page where I can use the “notify” button for an out of stock item for a customer to request a custom order quote?

What are you trying to achieve:
Out of stock item is available for custom order. I want the customer to contact me for a quote as size may vary and pricing is not fixed so I dont want to have the “add to card” bottom. If that’s not possible, is it possible to use the add to cart feature with $0 and place an order?

I know its available to create with code, but I have many items that are custom orders, and not familiar with code enough to create an option this way.
