Is it possible to download images from a database? and if so how?

How do you mean? For your users?
Would it be possible to download:
a) As a website user?
b) As the Owner/Editor of the website?
You can connect the data collection to elements so you make the image downloaded that way and as a owner of the site you can right click on then in the editor and choose save image as I guess?
By either method I can only download one image at a time.
Is there any method that I can download say 20-30 images at a time ?
