Dissolving/Fading Banners

Hello All,

I want to add a dissolving banner to my site as a celebratory ad to other content on the site that does not stay permanently on the main site. i.e. We are celebrating 20 years in business, I want a banner that slides in with a Title and paragraph with a clickable link to a separate page that has the 20 year info. I then want that “banner” to dissolve or fade or have a collapse function which then is off screen.

Am I missing this function built into another edit option? Or is the editor even capable of this?

Thanks in advance. I did search the for this topic before and did not find another question like this.

Thank you. That is close enough, but not exactly what I had in mind. Maybe I can really mess around with the customization to get it close.
