Does viewPortEnter work on Android Mobile Devices?

For some reason I have a page which works great on Chrome, Safari on Mac and perfect on iOS also using onViewPortEnter and expand() and collapse(). But for some reason this does not work on the Android Tablet and Mobile Device.

Is there any known issues on using onViewPortEnter on Android devices overall?
