You will have to join the Beta Program in your Partner Dashboard. Once you join the program, go back to the backend of your website and under settings you will see Privacy & Cookies .
P.S. You must be the owner of the website, in order for you to see the Privacy & Cookies setting. Being an Admin is not enough.
