Getting URL's to make stable links to anchors

Hi, noob here. I need external links to anchors. Turns out that’s not so simple. But it seems like a workable workaround should be: place an ‘anchor’ graphic on the anchor, linked to it. Then publish. Then, click that anchor; there should be some URL. Copy that. Done. I can’t test this until I publish. I would rather not publish until I’m ready to go. Will it work? On the one hand, surely there must be some stable URL that shows up in the bar. On the other hand, if it’s so simple, why hasn’t someone already said: it’s easy!

I’m basically just thinking that if there is any existing link on my site to any anchor, you ought to be able to click that link, copy the URL (whatever it is) and hyperlink to the same from an external site. So even adding the anchor graphic is not necessary. Mostly that would be a courtesy to my visitors if one of them wanted to link to that part of my page (which I would like to allow!) They could click the anchor. Get a URL. Share that URL - on social media. Not quite as easy as a social share button but better than nothing.

What am I missing?

I’m not using dynamic pages, in case that might complicate this.
