Help with my header

Hi, I am having an issue with this project.
My header is pinned and it should overlap next section. Everything was fine until I made the site multingual so now I am having this issue, that my header is pinned to the bottom of the browser and I cant move it up, it happens only on one page.

I need my header to be pinned to the top. Why is this happend?
