How to link an hover box with an action in background?

I want create a (text) menu of my work in which all works titles are linked with an hover box to different pictures which come up in background.
For the moment, if I use hover box with action to come up an image, this one come up above my menu. Then I can’t clik on the other point (title) of my menu of work.

I think you might have to use Velo code to do this. It’s not super complicated, it’s just a bit hard to explain how if you don’t know Velo.
