How to Scroll Down and Up jumping to Anchor Points?

Hi,

Can some one please help me with achieving the below feature.

1. When the user is at the AnchorPoint-1, when scrolled down it has to jump from AnchorPoint1 to AnchorPoint-2.
2. On further scroll down it has to jump form AnchorPoint-2 to AnchorPoint-3.
3. Similarly when scrolled up, it has to jump form AnchorPoint-3 to AnchorPoint-2.
