I have the same problem! Tried so many ways; different masters, display/don’t display and more. Apparently there is only one “open menu” box for the whole site, and you have no control over it and can pick only one menu for the whole site.
It seems you can add as many “Hamburger menus” as you like, but it only mean the design can be different, not the menu itself.
