Is it possible to make allow elements to move on a published site?

Hi,

I want to make elements move on a published site for the user similar to this website bellow

I can add the elements I need but I’ve tried everything to allow the user to move it and I’m starting to thing it might not be possible on a WIX site. Any help would be appreciated.

Elements or popup windows (like in the video you added)?
Both are possible, but only on premium account using Custom Element (i.e. writing the html, css and JS -Web API of your own and not Wix Elements).
