Is there any way to "snap" a scrolling section to the section above it so that the scroll stops below the top section?

Do you mean that you want the words “A Better Way to a Better Performance” to show at the top of the screen while the images scroll? If so, they have to be in the same section as the images so that the sticky scrolling works properly.
