Making image rotate as your scroll

I watched the OFFF Barcelona design, and it was great. However, they did not show how to make text slide as your scroll up or down the website. I am trying to do this same effect but with an image. I want to make an image rotate as someone scrolls. Is there a way to do this?

Glad you were at OFFF Barcelona! Building that website was a lot of for the team. I spoke to them and some of the features used are still in Beta with limited access, hence you cannot see it yet.

I shared your feedback and as soon as this is rolled out to everyone, we will update the release section of the community.
