Is there a way that when a member goes to pay that an admin has to manually approve payment?
I’m building a site for a civic Association and before the members pay, the Association needs to verify they live in the said area.
What’s the best way to go about this?

This is not possible natively, however, Wix does offer API’s with Wix Stores that involves checking out an order.
Have you tried seeing if this solution might work? I recommend getting in touch with someone who has knowledge of Velo.
