Member Permissions

I have followed the following instructions to create Member Permission to a specific page:
Menus & Pages > Select Relevant Page > Select Show More Icon > Settings

Once I get to this point I am looking for **Permissions Tab, but the only options I see are:
Page SEO
Rename
Duplicate
Delete
**There is no Permissions Tab for me to complete the process. What am I doing wrong?
