Any time I try to shrink an image at all it makes the image very pixelated. i would understand if it pixelized it after expanding it but why does it do it when I shrink it?

sorry I forgot to delete this post. I found out that it was just doing that because I was editing the phone view of my site and since I zoomed in it pixelized it. I viewed the site on my phone and it looked fine, sorry for the trouble
