Please fix drag-and-drop glitch

There seems to be a new, incredibly aggravating glitch where trying to drag an element results in dragging the entire page. For example, if you hover over a drag handle, you won’t see the arrow that should appear, and which would have indicated the drag bar is ready to be clicked-and-dragged up or down. Instead, when you try to drag the handle, the entire screen moves. This glitch happens on a Mac in Chrome. If other users are experiencing it, please leave a comment so we know it’s not just me. Yes. I’ve noticed this glitch for quite some time. At least since about 18 months now. Whenever this happens, I’ve also noticed that key command shortcuts are disabled. Double clicking on a text field for example, will not auto pull up the Edit Text menu box. I have to actually select text field and click on the Edit Text button. No copy/paste or any of the other shortcuts found within editor. The editor still seems to function, but apart from the disabled shortcuts, it gets very ‘laggy.’ Even when this happens and shortcuts are disabled, at least the manual selections still do work.

Sometimes refreshing the editor’s page will fix it, but sometimes it just makes it perpetually worse (every time you refresh editor page) until you complete exit your browser, open it back up and open editor back up.

I am currently using Firefox 61.0.1 64 bit, and I have experienced this on all my Mac devices, Mac Mini, Macbook Pro and Macbook Air. I have also seen the same glitch happen on Chrome and Safari. Seems to be a global glitch.
