Not sure how it is all set up. Make sure you have the button in a ROW above your SUBMIT button. It seems to be in a box in row 7. Move the THANKS notice to row 7, then move the SUBMIT button to row 6, and move the Captcha to row 5.
You will need to review and maybe address the layout at each break point.
