Am I crazy or is the issue that you are trying to solve for is not expected behavior in the first place?
Have you tried some more basic troubleshooting (I.E. Clearing cookies on mobile browser or using s different mobile browser?)
If so there likely is something in your page code that is causing it to scroll down on load in the first place.
