I found that adding a container box over all of the input fields, changing the opacity to 0% (so you can see the input fields), and listing the container box first in the ordered list from the Layers panel followed by the input fields in the order you’d like them to be tabbed through worked. Before adding the container box, I could see the new order I set in Preview mode, but as soon as I saved or Published my changes, the order reverted back to the original state.
