You can add html code into Wix via two ways.
Through an html iframe on the page.

Or through using a custom tool in Tracking and Analytics.

If it is not working for you then you are better suited going back to Telegram’s own support area and asking them how they implement it into Wix or if it can actually be implemented into Wix to begin with as it only states it is compatible with WordPress.

Wix does not provide support for third party code that it has not had the chance to test and get working fully on their own servers etc.
However, Telegram does have it’s own API, so you would be much better working with that instead of using html code, although it would involve a lot more work on your side.
