My site is a private site for public school students. Before going live, and am testing all of the pages for possible FERPA violations. I need to understand everything going on with the site. I need to know what Thunderbolt is and why I need it. Thanks!

Wix Thunderbolt is part of the Wix site infrastructure and is related to the performance/loading of the site. No part is needed on your end and please let us know if you need to do anything regarding the site.
I ask because I need to understand exactly what is running on the site so I may disclose all logging to ensure meeting FERPA requirements.
While I can’t speak for FERPA requirements, Thunderbolt is part of the site loading structure so it does not collect any information from users.
While not FERPA, we do have an article on preparing the site for GDPR (the General Data Protection Regulation) which might help get the site to a standard for data and privacy regulations.
Are you referring to files like: _partials/wix-thunderbolt/dist/clientWorker.<hasg>.bundle.min.js

We seem to be running into an issue whereby another script on our site is conflicting with this Thunderbolt script. It seems to be only happening on one client site and not others.
Does this Thunderbolt script only load with certain themes or something?
Im having a similar issue with the Thunderbolt plugin. A server error.
thunderbolt is listed as the main driver behind slow load speeds on my site, why is that?
