When trying to adjust inspector settings, help popups are in the way

When I try to change VW setting, Popup states I cannot adjust Minimum VW [Which is set to auto or none, and I am not trying to change.] Sometimes, I can get to setting by scrolling. Other times the popup adjust to my scrolling and blocks my view again.
