Why does my page displays "You don't have permissions to access this page."

I have a website which has two pages

  1. Input form

  2. output page
    This pages can only be accessed on logged in. But the problem arises is, even though the person is logged in, it displays that “You don’t have permissions to access this page”. I couldn’t understand where this problem coming. It displays this error message randomly on refresh, sometimes it shows the error message and sometimes it doesn’t
