Will a velo developer be able to build a custom rewards page for my website?

Question:
I need to build a custom rewards system for my website. It needs to calculate and populate a rewards bar, the ability to use points on products, donate to a friend or a charity donation option. Will a velo developer be best suited or a java dev?

Or as novice velo coder, is it a possibility to learn how to do it?

Product:
wix studio, with wix stores.

What are you trying to achieve:
Rewards page, with self populating icons changing colours as they are earned. ability to spend points, donate to a friend with a social link, and donate to a charity with a social link. The points donated to charity will be done manually, but we will need to be notified to when it happens.

What have you already tried:
nothing.

Based on the features that you require, this can be implemented using Velo. However this is pretty complex, and can be a big learning curve for a novice coder. You can try to implement this yourself, and can always reach out to the community in case you have any doubts.
