Add a custom text field to the carts product listing

To comply with German laws I need to
a) add a custom text field to a product called specifications
b) show this field on each product on the cart listing

Is this possible? And if so, could you give me any advice how to accomplish this?

This for adding a textarea which the customer can fill, I need a text I can fill and only display to the customer (in the cart view).
