I see the permissions for the dataset are admin, registered site member or anyone. I was hoping to allow data entry to a page with just password protection so I guess I need to set the permission for anyone to write to it. are there any other options I can use there?

For a password protected page, anyone with the password can gain access to the page - including non registered members. As such, you will need to set the permissions for anyone.
You can implement a custom policy using wix data hooks, not a trivial thing to do.
Can you explain why you need this setup?
I am setting up a site for wholesale furniture. I will be a catalog basically. there are hundreds of items that need to be manually entered and then we need to go back and enter pictures. I have a partner who is not very technical so I created 2 form pages. one for inserting and just a submit button and the other page to browse, update and delete. since he is not logging into WIX, the only option I see is to open the database to anyone and just protect the page with a password. I could use registered site user but, I think that is less secure. I do have the pages for the database operations hidden on the site.

I eventually want to create dynamic pages and give visitors a search ability like indoor/outdoor or bedroom/livingroom etc. I am sure I am reinventing the wheel but, all the canned solutions include price and a cart. we will not be doing that. I may later add a quote system where we can collect data for a customer to select item in the catalog for us to quote.

Thanks for the explanation. Dynamic pages are certainly what you are looking for to show the catalog.
As for the data entry, you can start with a password protected page. We are cooking something to make your experience even better.
