Admin and user submit to database?

I currently have it set up so a client can login and submit an order and then view the status of thier order. I also have a dashboard I set up on a password protected memberspage that when I login it allows me to modify orders and update their status’s i would like to be able to set it up so I can also add phone orders to the dataset from my dashboard and have it visible only to that customers have not been able to figure out how to do this with out logging in as the client, any help would be great
