Box within a box does not display

I have a button in the header that when the mouse goes over it, displays a box with items for a menu. The box extends across the top of the page since there are a number of items in the box.

I have another box that is displayed when mouse goes over another button in the header. The problem is that the box for 2nd button is within the box for the 1st button. And when the mouse goes over the 2nd button, the second box does not display. Also, I notice on the 2nd box that the “Display on All Pages” toggle is not highlighted, i.e. you cannot set it.

Any help is appreciated.
