Does anyone know if it is possible to change the customer feed settings to alter the filter by post and filter by category for the old Blog at run time using Wix code? I am looking to have one custom blog feed with a menu to select which tags or categories to use as the filter. I cannot use the standard Blog Element as I do not want to show all tag and categories, only specific ones.

The Wix Code API is not yet released for the vertical app Blog new nor old one. So the only solution would be to build your own blog system in Wix Code. Sorry.
