Is there a way to add a tooltip (aka: title attribute) to a BUTTON element?

No. You can’t do it using wix buttons and Velo. If you need it, create your own button using an iframe or a custom element.

Exactly, because the image element supports tooltips and the button element does not. Please add this feature. Thank you
