How to add a Highlight bar to the header?

Like some websites where you see a bar at the very top of the page in the header highlighting COVID-19 info, how can we add a bar like that in WIX? Like, Apple’s website has one that reads " Evaluate COVID‑19 symptoms and understand next steps ", but I would put it in the header and above the menu.
