How to disable Hover Box animation?

I want to remove the default animation for the hover boxes I have on a page. You can’t set/remove this animation for the over boxes. The animation icon isn’t there to click. I would like to stop the hover boxes from fading in as you scroll down the page. I want them all to be loaded when the page opens and not as you scroll. Is there a way to tackle this with some code?

Would love an answer to this. Hover box shows the animation icon, but clicking it does nothing.

Edit: The button works on the hover state but not the regular.
