How to show custom content to a single member via repeater in a member dash - private page

I want to interact with my Clients(members) via Offers( a custom collection repeater referenced to a member ) with an url (Offer field) to complete an action like Sign a form, add more info to account details etc. I need only the Offer data referenced to a specific member to display in the repeater. no other member should see another members offer.

is this possible?
