Actually only the shipment information can be updated product by product with the updateFulfillment( ) API. But the fulfillmentStatus properties of the overall order cannot be changed through velo code. Well, I did not find any API that could to that update.
The only place I found a way to change it , is through the dashboard. So manually order by order.
