I’m basically new to all this and still learning day by day. I am helping out a friend in her small start up business to create a website selling Car and Show Plates UK. She wants a form builder similar to this website : Plate Builder | Design Bespoke Number Plates Today

I have tried getting some input from many places but not getting a clear answer. I just want to know how this form builder is build, using what language and sources (bear in mind I’m a newbie so basically threading politely!)

Any information or advise is highly appreciated.
