Each new team member gets $5k in free credits. They use those to pay other community members to build out a project. When they run out, they help other community members to get more.
For example, suppose you have a client who paid you $1000 for a website, but they want a special feature you can’t do. Well, you would collect the $1k from the client, and then use $100 of your $5k to hire a member from the community to help you, and you get to keep the whole fee from the client.
