Pinterest and the index.html

I am trying to claim my website on pinterest but I need to add a meta tag or upload an HTML file to my website’s HTML code. I have done all the steps but I cannot understand where the index.html files is. I am suppose to paste this code: in the section before the section

I’m just lost.
