Reviews on a another customers profile

i am looking to create a website where you can review another persons profile, i am struggling to find the appropriate apps. Any help appreciated.

  1. Customer creates a profile, where they can then write a comment/review on another profile leaving them either a star rating system or /10 rating.

  2. two types of login. 1). profile user 2) customer/reviewer user.

Is there an app for this? or any way i can make these myself?
