You know that the time is UTC time, right?
Also try removing the comments (I think the jobs.config file should be tolerant to js comments, but just to be sure)
I know about UTC and now I tried deleting the comments but it doesnt work yes, Do you have another idea?
Look at the site backend logs and see if it logged any error on the expected time.
