I have checked the margins and padding of every item within this section, as well as those of the section itself. It won’t let me drag to shrink it either.
If I manually change the Height to, say, 500px, it does this:
The other sections move up to meet the new height, but the section that’s been problematic stays outrageously long as you can see by the padding. The “cutoff” border does move up to 500px, but only visually.
This only happens on mobile view. Please help!
Have you tried applying a specific (small) pixel height to the section? I sometimes find that causes the section to collapse to fit the content.

there could be a couple of reasons for this for example docked element to the value, which is limiting section size decreasement , could we ask for some sort of example, like full-size screenshot?
I think I FINALLY figured it out!!! You select the section you want to adjust the height (but it won’t let you right?). So, with the section selected, go to the tool bar and make the height smaller. In my picture is 1200px, so I changed to 1100px.
THEN, after you made the height short, you can finally drag the arrow up to shorten the section! I hope this helps
You are using Wix Editor it seems, sizing setup would be different on Editor X

Me too. The section resizes by dragging from the bottom in both other views, just not mobile.
