Sections Overlapping

On the Home Page the Header Section is overlapping the Section: Sub Nav.
On the other pages these two sections are working fine, meaning that they are in the correct order and not overlapping.

I check the layers order on the Home Page, and the Header Section is above the Section: Sub Nav.

However, the Header Section is overlapping the Section: Sub Nav.
This is ONLY happening on the Home page.

Does someone know how to fix this issue? Please help.
