From what I read, it seems like this is not currently possible.
This is such an important feature of responsive design, I’m very surprised to read that this functionality does not seem to exist on Wix without a workaround.

As of my knowledge cutoff date of 2021, it was not possible to set a strip to the viewport height in Wix without a workaround. However, it is possible that this feature has been added since then. It’s always a good idea to check with the Wix support team or community forums for the latest updates on this topic.
