Strip view?

Hi,
I have a promotional strip on my desktop site. I have this viewed on all pages.

however on mobile view when you have something on view on all pages it ties this to the header.

i have 2 questions;

  1. I have collapsed this on all of my pages apart from home page, works fine when you load the homepage, then go onto another page and it collapses as it should. However when I go back to the homepage it doesn’t re appear, I have tried codes for expand and show etc but nothing works, it only re appears on a refresh?

  2. Is it possible to dis connect from the header? Although it’s outside the header wix say it automatically attaches itself because it’s viewed on all pages on my main site, I have a header that fades when the page is scrolled and it looks messy scrolling with the header.
