Trying to set Permissions

Hi there, I’m having trouble trying to set my permissions in my databases for whatever reason and anytime I try to change it, it remains the same, what I’m trying to change it to is “Custom Permissions” and everything except the delete function would be for “Anyone” and it automatically changes back to “Site Member Author” And/Or “Admin”, any help would be awesome.
